The map is designed to work with Elsweyr the Deserts of Anequina by Iliana:

This is a some king of modification of
Colored world map for Elsweyr

It is smaller (original 2048x2048 size) and does not require .esp to work.
And it designed in original Thacadian colors (a bit more dark).
Installation:
Extract the 7z file into your Oblivion directory.
Final directory structure should look like:
\Oblivion\Data\textures\menus\map\world
\Oblivion\Data\textures\menus50\map\world
\Oblivion\Data\textures\menus80\map\world
There is no need to activate a plugin, as it just uses these textures instead of the default.
