Description:
My interpretation of the helmet as seen on Skyrim Demo character.

It includes an esp and the helmet model and textures,
The item is not placed in the world. You have to know how to use the console to add
items to the game or place it in the world yourself using the TESCS.

*the first 2 digits of that hex ID changes depending on the load order of the esp,
if it is the first plugin loaded after the Oblivion.esm, then that is what it would be.
You have to work it out yourself depending on your own specific load order.
I recommend using OBMM to help with any load order problems.
